Influenceable actions - ship applications (but is not necessary for joining the RM), - Appointments desired, or - a Request for an officer or appointment-holder to Retire.
Once your character is on a ship, you do not need to announce an intention to buy a new rank.

Sir, After the penal duty you rightfully inflicted on me for neglecting my duty to the fine ship Dreadnaught, I have overheard some sailors discussing the Test for the position of Able Seaman. I have aquired and trained and passed the test as you can see attached to this note with LT Roberts in order to show my willingness to further the good of our Ship.
Mr. Soerenson, While walking along the pier I noticed you walking about the Dreadnought. Since I am new to London, I though I might buy you a drink and talk to you about the ship. I was planning on trying to enlist on the Dreadnought, and any assistance would be appreciated.

I should be most happy to make your acquaintance and accept a position in your command. I should state that I am slightly older than most that apply to the post of Midshipman due to my fathers insistence on a proper college education. The robes of priesthood do not hold the same allure as the coat of an officer in a King’s Ship. I shall look forward to being under you command.
